A suggestion on how to solve Hoboken's constant problem with nighttime double-parking and blocking traffic near the bars. Unannounced "Checkpoint Charlie" operations ... every car that stops in front of Madison Bar & Grill after 10 p.m. that is not a cab, that driver is going to have to pass a field sobriety test. Do the same downtown, cross town, all over the place, until past closing time on the weekends.

Heck, even announce the stops before hand ... "On May xth, we're going to field check every car that stops in front of Madison. On May yth we're going to do it at the Newark St. bars." Etc. etc.

Make those drivers terrified to get caught for DWI. They'll stop blocking traffic, and the horn concerto will fade to pianissimo.

The same goes for every jerk that leans on the horn. Instant grounds for a field sobriety check.
